Council seeks feedback on draft flood-related planning controls
Published on 10 June 2026
Pyrenees Shire Council is taking steps to mitigate future flood risk through new flood-related planning controls.
Following an engagement period, the draft controls will inform a Pyrenees Planning Scheme amendment called draft Amendment C52pyr.
The amendment will affect over 1600 properties in the Shire in the localities of Waubra, Raglan, Lake Goldsmith, Mt Emu, Mena Park, Chepstowe, Landsborough, Moonambel, Elmhurst, Eversley, Navarre, Barkly, Crowlands, Avoca, Glenlofty, Glenpatrick, Rathscar, Amphitheatre, Natte Yallock, Tanwood, Redbank, and Warrenmang.
The draft planning controls are recommendations from the
• Upper Avoca Flood Investigation
• Raglan Flood Investigation
• Upper Wimmera Flood Investigation
• Upper Mt Emu Creek Investigation
• Waubra Preliminary Flood Investigation
The flood studies and planning scheme amendment are a collaboration between Pyrenees Shire Council and the North Central, Glenelg Hopkins and Wimmera Catchment Management Authorities.
The studies aim to improve the shire’s flood resilience and preparedness and were based on historical information, physical conditions, and computer modelling.
The draft planning controls consist of two new flood overlays:
• Floodway Overlay
• Land Subject to Inundation Overlay
Some properties may already have the Design and Development Overlay, which has previously been used to control flood risk. This overlay will be deleted and replaced by a flood-related overlay.
Draft Planning Scheme Amendment C52pyrn will ensure any land use and development in the overlays adequately considers flood risk.
Affected landowners will receive a letter in the post. Information relating to the draft Amendment C52pryn will also be available on Council’s website.
